To begin with, the major producers of clone golf clubs are fully fledged golf companies. Their own design departments create club designs that are manufactured using the same materials as the big OEM's. Club design is dictated by the rules laid down by the game's governing bodies. Club heads have to conform to these rules, otherwise they are considered non-conforming and prohibited for use in competitive play. That's not limited to the pro tours either. The major producers of golf clones will submit their clubs to the game's governing bodies for approval (USPGA in the USA, R&A in Europe) same as all the big OEM's. This takes time, resources and is very expensive so nobody selling substandard copies would go to the expense and effort of submitting their clubs, only to see them turned down.
Take titanium drivers for example. The maximum volume allowed under the rules of golf is 460 cc for the club to be conforming. It's not sufficient for a manufacturer to claim their drivers are under 460 cc. The USPGA and the R&A have to confirm they aren't. If they are under the limit, they are listed on the Conforming Driver lists. If they do measure over the 460 cc limit, they go on the Non-Conforming Driver lists.
Quick point to note here. Some producers of inferior knock-offs trumpet their drivers as being conforming by stating their clubs are not on the non-conforming lists. All that means is that they haven't been submitted for testing. Conforming drivers go on the conforming list. Just because a drivers is on the conforming list, it isn't necessarily conforming.
Designing and creating conforming clubs takes a lot of skill and attention to details. Get the build process wrong by a fraction of a percent and the clubs could well end up being non-conforming. Dimension isn't the lone design element limited by the rules. With restrictions on club-face rebound for instance (Coefficient of Restitution) being affected by even a minimal discrepancy in the thickness of the face, tight controls in the manufacturing process is vital.
